crate anneal_core

anneal-core: simulated-annealing components on the eindir typed primitives.

This crate ships the typed component algebra (Cool / Neigh / Move / Accept traits, Boltzmann / Fast / Tsallis points, and the SaVariant tuple) consumed by the Python anneal package via pyo3.
